สรุปประมวลท่าทีสื่อต่างประเทศต่อประเทศไทย ประจาวันที่ 18 มิถุนายน 2568

1. The Phnom Penh Post/Khmer Times (กัมพูชา) - นรม. กัมพูชา ตอบโต้คากล่าวของ นรม. ไทย เมื่อ 16 มิ.ย. 2568 ถึงความไม่เป็นมืออาชีพทางการเมืองในประเด็นชายแดนของสอง ปท. และการสื่อสารผ่านสื่อสังคมออนไลน์ โดย นรม. ไทยเองก็ใช้สื่อสังคมในการสื่อสาร และบางครั้งก็ใช้ข่มขู่กัมพูชา เช่น การตัดไฟฟ้าและอินเทอร์เน็ต หรือการจะสร้างรั้วกั้นแนวชายแดน โดยไม่หารือล่วงหน้า ขณะที่โฆษก ปธ. วุฒิสภากัมพูชา ออกมาตอบโต้คาแถลงของ อธ.กรมสารนิเทศ/โฆษก กต. ไทย โดยเฉพาะคาว่า “ปท. เพื่อนบ้านที่ดี” หลังกัมพูชาจะห้ามนาเข้าผักและผลไม้ไทยหากไทยไม่ยกเลิกมาตรการเปิด - ปิดด่าน โดยอ้างว่า ไทยปิดด่านฝ่ายเดียวก่อน

Khmer Times (กัมพูชา) - รนรม./รมว.กต. และ ครม.รปท. กัมพูชา ชี้แจงสถานการณ์ชายแดน ไทย - กัมพูชา ต่อคณะทูต ตปท./กัมพูชา โดยอ้างว่า เมื่อ 28 พ.ค. 2568 ทหารไทยรุกล้าดินแดนกัมพูชาบริเวณสามเหลี่ยมมรกตและยิงใส่ทหารกัมพูชาก่อน จากนั้น สถานการณ์บริเวณชายแดนมีความตึงเครียด มากขึ้น โดยมาตรการฝ่ายเดียวและการดาเนินการของไทยจากนั้นมา ถือเป็นการละเมิดและคุกคามกัมพูชา เช่น การลดเวลาเปิดด่านชายแดนฝ่ายเดียว การข่มขู่จะตัดอินเทอร์เน็ตและกระแสไฟฟ้า รบ. กัมพูชา จึงจาเป็นต้องดาเนินมาตรการต่าง ๆ ทั้งทางการทหาร การทูต กม. และอื่น ๆ

4. The Washington Post (สหรัฐฯ) - วิเคราะห์สถานการณ์ชายแดนไทย - กัมพูชาครั้งนี้ว่า แม้ทั้งสอง ปท. ไม่ต้องการให้สถานการณ์บานปลาย แต่หากการเจรจาทวิภาคีล้มเหลว การไกล่เกลี่ยโดย ตปท. โดยเฉพาะอาเซียน ก็อาจหลีกเลี่ยงไม่ได้ แต่ในครั้งนี้ อาเซียนไม่มีบทบาทที่ชัดเจน เนื่องจากขาดกลไก การระงับข้อพิพาทที่มีประสิทธิภาพ แม้ นรม. มาเลเซีย ในฐานะ ปธ. อาเซียน ได้เสนอจะเป็นคนกลาง ไกล่เกลี่ย แต่อาเซียนก็มีข้อจากัดทั้งด้วยหลักฉันทามติ และค่านิยมทางการทูตแบบเอเชีย

5. The Straits Times (สิงคโปร์) / Manila Standard (ฟิลิปปินส์) - โฆษก รบ. ไทย เปิดเผยว่า รบ. ได้สั่งการให้กองทัพไทยเตรียมความพร้อมอพยพคนไทยจากอิสราเอลและอิหร่านทางอากาศ และ สอท. ไทยในกรุงเทลอาวีฟ และกรุงเตหะราน ได้เตรียมแผนอพยพไว้พร้อมแล้ว โดยปัจจุบันมีคนไทยประมาณ 40,000 คนอาศัยอยู่ในอิสราเอล ส่วนใหญ่ทางานในภาคเกษตรกรรม และมีคนไทยอีกประมาณ 300 คน อาศัยอยู่ในอิหร่าน ทั้งนี้ ล่าสุด สอท. ณ กรุงเตหะราน ได้ประกาศจัดที่พักพิงชั่วคราวสาหรับคนไทย นอกกรุงเตหะรานด้วย

Reuters (สหราชอาณาจักร) / Bloomberg (สหรัฐฯ) / The Business Times (สิงคโปร์) / Free Malaysia Today (มาเลเซีย) / หลายสานัก - รนรม./รมว.กค. ไทย เปิดเผยว่า ไทยจะเริ่มเจรจาการค้าอย่างเป็นทางการกับสหรัฐฯ ในระดับ จนท. ผ่านระบบทางไกลในสัปดาห์นี้ เพื่อหารือประเด็นทางเทคนิค และจะยื่นข้อเสนอล่าสุดของไทยอย่างเป็นทางการหลัง กปช. โดยจะมีเนื้อหาตามเงื่อนไขที่ได้ระบุไว้ก่อนหน้า ซึ่งรวมถึงการลดความไม่สมดุลทางการค้า เพิ่มการเข้าถึงตลาดให้แก่สินค้าสหรัฐฯ ป้องกันการลักลอบ ขนถ่ายสินค้า และส่งเสริมการลงทุนของไทยในสหรัฐฯ ในส่วนการเจรจาแบบตัวต่อตัวนั้น จะได้พิจารณา หลังการหารือในครั้งแรก

AP (สหรัฐฯ) / The Independent (สหราชอาณาจักร) / CNA (สิงคโปร์) / หลายสานัก - ผบช. ตารวจสอบสวนกลางไทย แถลงผลการจับกุมชาวต่างชาติ 13 คน ส่วนใหญ่เป็นชาวออสเตรเลีย และบริติช ที่ต้องสงสัยว่าหลอกลวงผู้อื่นให้ลงทุนออนไลน์ ซึ่งมีผู้ตกเป็นเหยื่อสูญเงินไปแล้วประมาณ 1.2 ล้าน ดอลลาร์สหรัฐ โดยเป็นการสอบสวนร่วมกันระหว่าง ตร. ไทยและออสเตรเลีย หลังได้รับแจ้งว่ามิจฉาชีพกลุ่มนี้กระทาความผิดใน ปทท. เพื่อหลอกลวงเหยื่อในออสเตรเลีย และอาจรวมถึง ปท. ที่ใช้ภาษาอังกฤษอื่น ๆ ผ่านโฆษณาออนไลน์และโทรศัพท์ชักชวนให้ลงทุนในพันธบัตรระยะยาว โดยอ้างว่าจะได้ผลตอบแทนสูง

Reuters/BBC (สหราชอาณาจักร) / France 24 (ฝรั่งเศส) / The Business Times/The Straits Times/CNA (สิงคโปร์) / หลายสานัก - โฆษก รบ. ไทย เปิดเผยว่า ครม. อนุมัติ งปม. 40,000 ล้านบาท หรือ 1,200 ล้านดอลลาร์สหรัฐ เพื่อเสนอให้ ปทท. เป็นเจ้าภาพจัดการแข่งขันรถยนต์สูตร 1 (F1) แบบสนามแข่งในเมือง (Street Race) ที่กรุงเทพฯ ซึ่งหากข้อเสนอของไทยได้รับการตอบรับ จะได้รับสิทธิจัดการแข่งขัน รว. ปี 2571 - 2575 ซึ่งการได้จัดการแข่งขันรถยนต์ระดับโลกเช่นนี้ใน ปทท. จะช่วยส่งเสริมการท่องเที่ยว ที่เป็นกลไกหลักของการขับเคลื่อน ศก. ไทย

AP (สหรัฐฯ) / หลายสานัก - กต. สหรัฐฯ สั่งการ สอท. สหรัฐฯ ใน 36 ปท. ซึ่งส่วนมาก (25) อยู่ในแอฟริกา ที่มีปัญหาความน่าเชื่อถือของเอกสารการเดินทางและมีพลเมืองพานักอย่างผิด กม. ในสหรัฐฯ ให้ประเมินความพร้อมของ ปท. นั้น ๆ ที่จะแก้ปัญหาดังกล่าว โดยให้แจ้งแนวทางเบื้องต้นภายในวันนี้ (18 มิ.ย.) และดาเนินการภายใน 60 วัน มิฉะนั้นพลเมือง ปท. นั้น ๆ จะถูกห้ามเข้าสหรัฐฯ ซึ่งเป็นการเพิ่มเติมจาก 12 ปท. ที่ได้ประกาศก่อนหน้านี้ ทั้งนี้ โฆษก กต. สหรัฐฯ ยังไม่ยืนยันมาตรการดังกล่าว เพียงแต่ระบุว่า สหรัฐฯ มีนโยบายผลักดันสองประเด็นนี้กับกลุ่ม ปท. เหล่านี้
