สรุปประมวลท่าทีสื่อต่างประเทศต่อประเทศไทย ประจาวันที่ 19 พฤษภาคม 2568
โดยกรมสารนิเทศ กระทรวงการต่างประเทศ ดังนี้
1. Viet Nam News/VnExpress (เวียดนาม) / AP/Bloomberg/Radio Free Asia (สหรัฐฯ) / Nikkei Asia (ญี่ปุ่น) / หลายสานัก - นรม. ไทย และ นรม. เวียดนาม ร่วมกันประกาศการยกระดับ คสพ. สู่หุ้นส่วนยุทธศาสตร์รอบด้าน เมื่อวันที่ 16 พ.ค. 2568 และเห็นพ้องที่จะเร่งจัดทาแผนปฏิบัติการสาหรับ ปี 2568 - 2573 โดยมีเสาหลักสาคัญ 3 ด้าน ได้แก่ (1) หุ้นส่วนเพื่อสันติภาพที่ยั่งยืน (2) หุ้นส่วนเพื่อ การพัฒนาที่ยั่งยืน และ (3) หุ้นส่วนเพื่ออนาคตที่ยั่งยืน นอกจากนี้ ทั้งสองฝ่ายยังเห็นพ้องที่จะร่วมมือกันส่งเสริม ครม. ในกรอบอนุภูมิภาคลุ่มน้าโขงและในกรอบอาเซียน

2. The Star (มาเลเซีย) - รมว.พณ. ไทย เปิดเผยหลังเข้าร่วม กปช. รมต.ศก. อาเซียน (ASEAN Ministerial Caucus) ซึ่งจัดควบคู่กับการประชุม รมต. ด้านการค้าเอเปค (Ministers Responsible for Trade: MRT) ณ เมืองเชจู เกาหลีใต้ โดยได้หารือถึงสถานการณ์ ศก. โลกที่ผันผวน พร้อมแลกเปลี่ยนแนวทาง ครม. ด้านการค้าในภูมิภาค และการเสริมสร้างความสัมพันธ์กับสหรัฐฯ ท่ามกลาง ศก. โลกที่เผชิญความไม่แน่นอน ทั้งนี้ รมว. พณ. ยังเน้นย้าถึงความมุ่งมั่นของ รบ. ไทยในการรักษาเสถียรภาพทาง ศก. ภายใน ปท. พร้อมให้การสนับสนุนภาคธุรกิจที่ได้รับผลกระทบจากสถานการณ์ รปท. โดยเฉพาะธุรกิจ SMEs

Bernama/The Star/Malay Mail (มาเลเซีย) / Anadolu Agency (ตุรกี) - นรม. มาเลเซีย กล่าวว่า ขณะนี้อาเซียนกาลังดาเนินการเพื่อฟื้นฟูแนวคิดในการจัดตั้งกองทุนการเงินระดับภูมิภาค เพื่อเสริมสร้างเสถียรภาพทางการเงินและลดการพึ่งพาเงินดอลลาร์สหรัฐ พร้อมยกตัวอย่างโครงการริเริ่มเชียงใหม่ (Chiang Mai Initiative : CMI) ซึ่งเป็นความร่วมมือ รว. ธนาคารกลางของ ปท. ในภูมิภาคในการส่งเสริม การใช้เงินสกุลท้องถิ่น โดยขณะนี้มีความร่วมมือกับไทย อินโดนีเซีย และจีน ที่ตั้งเป้าหมายให้ร้อยละ 20 ของการทาธุรกรรมทางการค้าใช้เงินท้องถิ่น ซึ่งการสร้างกลไกทางการเงินระดับภูมิภาคจะช่วยลดความเสี่ยงและปกป้องผลประโยชน์ของชาติ/ภูมิภาคได้

Xinhua (จีน) / Nikkei Asia (ญี่ปุ่น) - Changan Automobile บ. ผลิตยานยนต์ไฟฟ้าสัญชาติจีน ได้เปิดโรงงานแห่งใหม่ที่ จ. ระยอง เมื่อวันที่ 16 พ.ค. 2568 โดยถือเป็นโรงงานผลิตยานยนต์ไฟฟ้าใน ตปท. แห่งแรก ซึ่งมีมูลค่าการลงทุนรวมกว่า 10,000 ล้านบาท โดยการเลือกมาเปิดโรงงานที่ ปทท. สะท้อนถึง ความเชื่อมั่นต่อศักยภาพตลาดไทย และช่วยเสริมสร้างเป้าหมายของ ปทท. ในการก้าวสู่การเป็นศูนย์กลาง การผลิตยานยนต์ไฟฟ้าระดับโลก

6. Reuters (สหราชอาณาจักร) / The Straits Times (สิงคโปร์) - ครอบครัวของ ดร. Paul Chambers แสดงความกังวลต่อสถานะทาง กม. ที่ไม่แน่ชัดของ ดร. Paul ที่ยังไม่ได้รับอนุญาตให้เดินทางออกนอก ปทท. แม้อัยการไทยจะสั่งไม่ฟ้องในคดี ป. กฎหมายอาญา ม. 112 แล้วก็ตาม ทั้งนี้ นักวิเคราะห์บางส่วนเห็นว่า คดีดังกล่าวอาจเพิ่มความตึงเครียด รว. ไทยกับสหรัฐฯ ในช่วงที่ รบ. ไทยพยายามเจรจาเรื่องมาตรการภาษี

7. The Straits Times (สิงคโปร์) - รนรม./รมว.กค. ไทย เปิดเผยว่า คกก. นโยบายโครงการกระตุ้น ศก. จะมี กปช. ในวันที่ 19 พ.ค. 2568 เพื่อหารือแนวทางใหม่ในการกระตุ้น ศก. และลดผลกระทบจากมาตรการทางภาษีของสหรัฐฯ ซึ่งมีแนวโน้มจะส่งผลกระทบต่อภาคการส่งออกและภาคการผลิตใน ปทท. มากที่สุด ในช่วงระหว่าง 1 - 2 ปีข้างหน้า ทั้งนี้ ความไม่แน่นอนทาง ศก. ที่คาดว่าจะเกิดขึ้นในช่วงครึ่งหลังของปีนี้ เป็นเหตุผลสาคัญที่ทาให้ รบ. ตัดสินใจปรับแผนกระตุ้น ศก. ใหม่ทั้งหมด

AP (สหรัฐฯ) / Reuters (สหราชอาณาจักร) / The Straits Times (สิงคโปร์) / หลายสานัก - นายเปรมชัย กรรณสูต ปธ. บริหาร/กรรมการผู้จัดการ บ. อิตาเลียนไทย ดีเวล๊อปเมนต์ จากัด (มหาชน) และผู้ต้องสงสัย อีก 14 รายที่มีความเกี่ยวข้องกับ บ. ที่รับผิดชอบงานออกแบบและก่อสร้างอาคาร สตง. แห่งใหม่ ได้เข้ามอบตัวต่อ ตร. เมื่อวันที่ 16 พ.ค. 2568 ในข้อหาประมาทและละเมิดกฎระเบียบด้านการก่อสร้าง จนเป็นเหตุให้อาคารดังกล่าวถล่มจากเหตุการณ์แผ่นดินไหว เมื่อวันที่ 28 มี.ค. 2568 โดยทั้ง 15 ราย ถูกนาตัวขึ้นศาลเพื่อดาเนินการก่อนการพิจารณาคดี และได้ให้การปฏิเสธในทุกข้อกล่าวหา
